Allow restriction of usage posting to machine that has a status of "Down"

If a machine is down for an extended period of time we like to set its status to "Down". 

It would be nice if there was a setting to allow Cost, but not usage (revenue) to be posted to it, if it's status is "Down"

This would be best if it warned or errored out in the PR Timecard Entry form.
