If the “JC Cost Report with ACO” reflected the plus’s and minus’s for all phases, even when they net 0 it would avoid quite a bit of confusion. As of now, the report is blank and appears to have an error.
In the mean time we will use the report "JC Change Order Detail By Job" for occurrences like this, but the “JC Cost Report with ACO” is ideal overall.
