Update Federal Witholding to accommodate new W-4 changes Merged

The new federal W-4 has completely changed and does not require number of exemptions. We need a work around and also need the payroll program to accommodate the new requirements where employees can take additional deductions for other reasons such as to pay off federal debt should they so wish.

The new W-4 is in effect for new employees starting now.
