Add ability to have Attachments on AP Release Retainage

Would like to create attachment here and not have to create an Invoice in AP

  We would also like to include the retention requeset attachment into our billing document to the owner and need a way to index the attachment to Job Billing Reports as well.

  Agreed. We receive retainage invoices, and I would like to upload them rather than store them on my desk.
