Allow reviewers to approve a partial payment.
For example, I have 30 lines based on daily dockets provided. They only provided 29 of the supporting documents, so I want to pay 29 of them. But as the reviewer I can't do that. I need to rely on accounts doing it at the AP workfile stage.
