Unify the HQ reviewer groups and HQ roles

Reviewer groups and roles are currently unconnected and work completely differently. This requires duplication of setup when setting up PO approvers and invoice approvers. They also work very differently, forcing us to use different reviewers depending on if it's a PO or invoice. These two systems should be combined to work harmoniously throughout the entire program, and use the best parts of both systems. E.g. reviewer groups can be assigned in more places, whereas roles allow different users to fill the role depending on the circumstances (e.g. same overall role structure but different individual users for two different companies. Make sure to also use the longer descriptions for groups/roles, as the current 10 characters for groups is insufficient.
