Lien Waiver to be produced based off of an invoice instead of by payment Merged

We need Lien Waivers to be produced based off of invoices as opposed to payments. Because we are moving to electronic payments, we would like to produce Lien Waiver requests before a payment is issued. Once we receive the lien waiver back, we then send the payment electronically.
