Allow one vendor to be associated to the same employee in different PR companies.

Currently, if you have a shared vendor group and multiple payroll companies, you cannot assign one employee vendor to the employee in more than one company. If we have an employee that transfers companies, we cannot take that vendor number over to the new company. This is associated to support case #30085317. It was suggested by support that we create an additional vendor record for the employee. This will cause it hard to track all reimbursements to one employee, which I believe was the point of the original enhancement. I think this is more of a software defect than an enhancement, as we should be able to have the vendor information follow the employee throughout the entire system.
