Add the ability to add employees to a "Training Class" based on when their cert is expiring

In the “HR Training Classes” form, there is already functionality built-in(using the Register button) to add many employees into a training class by filtering on different sets of criteria. However, the most basic filter that would be needed appears to be missing. I would like a way to give it a “Skill” and a future date, and have it give me a list of employees (that requires that Skill) that needs to take the class to get the Skill up-to-date.

For example, if I’m setting up a class in the month of July, I may enter 8/31/20 as the future date. I would want the filter to give me: Any new employees that haven’t taken the class yet, anybody that is expired and anybody who is going to expire before 8/31/20.

For this to work, there would need to be a way to add multiple position codes to a “Skill” to show that; this Skill is required by this list of positions.

I've looked around in KB articles and can't find any info on how to do this. If this functionality already exists, please commit below.
