Currently you have to open a WO to have any costs hit an agreement. This enhancement would allow you to bypass that step and charge costs directly against an agreement. This would streamline the cost posting process for agreements as it eliminates a step in the process which would be beneficial for all AP people as well as people who have to create a WO.
