We use a PR EC for excused hours (example is medical leave) but $0 paid to employee. The ER liabilities will not accrue for employee due to $0 earned. Please add a feature for the liabilities to continue to accrue when employee earns $0.

As a work around, if these earning codes are always zero; the earn code could be removed from the Basis Codes tab on the Liability to remove the liability calculations. Or you could create a new earn code for $0 earnings and not assign it as a basis to any deductions or liabilities.
