Create configurable option to allow large file sizes to be uploaded in VRL through the Vista FSAPI

Currently the default is left in place only allowing around a 30MB file to be uploaded through VRL using the Vista FSAPI. This configurable option would need to be for Vista FSAPI as well as the Vista Reverse Proxy as the upload is first transferred through there.
