New Holdback Release form should be optional to use

The new form is really frustrating to use. It doesn't allow you to make tax release optional. There are few trades who maybe doing work and are tax exempt. So there is no option to unclick tax release on the new form.


In another situation it gave me an unknown error of unable to un-release holdback as its not unreleasing the full balance.
