override Service Burden with Craft Templates

Service Burden can only be added to Work Orders at the Department level. Want to be able to burden WO by Class, like Job Cost.

We can add a Craft Template to a Service Site and/or a Customer Work Order, and can change a pay rate for a Class. But cannot affect the Burden Rate via Deductions/Liabilities on the Craft Template - it reverts back to SM Department.
