EEO Region - Allow Corporate Workers (not assigned a project) to show up on Regional Reports

Corporate Workers (not assigned a project) to show up on Regional Reports

Currently, if they are not assigned to a project, they will not show up on any regional reports, instead, they only show up on the ENTIRE COMPANY report.

EEOC requires reporting by location.
