Color Code Tech Time on SM Dispatch Board

Allow the schedulers to assign a color to the tech, for a critical vs non critical tech that might be able to be re-assigned. Color code Unavailable Time for different status, R&R, Allocated to Job (Non SM Work Order Job within our Civil division), In-Processing, etc.
