Great solution for those that want to make sure the attachment is always made at the invoice header level
Admin not as easy as a single option in AP Company, but certainly more flexible
You can do this through Security functionality.
In VA Viewpoint Administration>Programs> VA Form Security -
For AP Unapproved Invoice Entry (APUnappInv), you would have your attachment security to Add, Edit, Delete. For AP Unapproved Invoice Items (APUnappInvItems), you would have your attachment security to View Only.
The same would be true for AP Transaction Entry (APEntry) and AP Transaction Entry Detail (APEntryDetail).
If you can't see the security options for APUnappInvItems or APEntryDetail, you need to go into VA Form Properties, find the appropriate form, go to Security tab, and check "Allow security for this form to be maintained separately".
