Allow changing of Work Completed information for Inactive Technician

A technician is terminated or leaves the company after performing work on a Work Order. This is recorded in a Work Completed Labor line. To make changes to the Work Completed Line such as the rate, hours, or make the time as non-billable, you have to Activate the technician.
