if you do an auto import into JC Cost Adjustments the import will not upload if there is a missing phase cost type and you have to import all again.
When you manually import it through the IM module and upload it it will leave that bad record in IM work edit and create a batch for all the successful ones. Both of these options are not ideal.
In the manual method you could have 2 transactions that are equal and opposite of each other with no offsetting account. In this instance the batch can't post because they don't balance..
In the auto import situation re-dealing with an import file for some users is more cumbersome and laborious.
The JC cost adjustment batch has a validation/error process that if anything is wrong it will stop it. Why is there a need to create an intermediary evaulation process when you can jus let the batch validation/error process do it job.
I am pretty sure that many years ago this is how it worked.
