Allow changes to SM Work Completed lines created by AR Misc Receipts

In version 6.18, the ability to post from AR to an SM Work Order was added. However, when this is used, users are unable to modify the billable status of those lines when they are posted to a T&M SM Work Order and they are stuck in a nonbillable status. Please change this so that the lines added by AR Misc Receipts can have their billable properties changed as we currently have to perform a workaround to accomplish what we need to accomplish when these kinds of lines need to show on the owner's invoice.
