Allow for a GL account on the earning code level

Allow for the mapping of a GL account on the earning code level, so if you are using the same GL for multiple groups, or comany wide, you do not need to set up each department with the code on the Earning Type . Thiis is allowed on the Deduction and Liability code, but not for earnings, and seems like redundent work.
