Suppress the 0.00 when Fuel Surcharge is invoiced to customers

we recently implemented the fuel surcharge on our deliveries which worked perfectly through Vista however it is a terrible representation on the invoice to the customer. If there is no fuel surcharge there should be nothing invoiced and yet we have a 0.00 fuel surcharge for every line item invoiced to customers. what is needed to have this corrected as it makes the invoices very confusing and wastes a ton of paper when invoicing due to the thousands of extra lines at 0.00.
