Fix the requirement to completely reinstall the server software on DB restore.

This requirement under the current version is onerous and should never have made it into a production version of the software, the ability to maintain a test environment is predicated on the ability to quickly and easily restore a version of the database to the test server, this change makes that a much more complex and time consuming task.
