Import a JB Bill Group List either with an IM Import Template or via the PM Import Estimate

I need to be able to import a fairly sizable Bill Group list. Currently There is not an IM Import Template nor a Template form for me to access JBBG to create my own. Or I need a new Record Type in PM Import Estimate where I can create my Bill Group list and cross reference the PM Contract items to the Bill Group at the time of the estimate import
