According to the I9 instructions, the Preparer and/or Translator Certification section should not have N/A's inserted in it if the employee marks that he did not use a preparer/translater. In the completion of the I9 in Onboarding it does insert N/A's in these fields if they mark it this way. It is explained on page 4 of the instructions. Next to last paragraph.
