Function to limit the accrual of total hours using rate of hours to a leave code per the calendar year.
For example, an employee is to be set to accrue only 40 hours total per year for a specific leave code regardless of the usage of that leave code.
As of now, Vista will stop accruing when an employee's balance reaches 40 hours, but if that employee uses a portion of that leave balance, Vista will start accruing again since the balance is no longer at the limit of 40 hours. We'd like to have accrual stop since the accrual limit for the year has been reached.

check your settings. you need to use one of the accrual limit values and set it to annual. plus you need to do the Reset Leave each year thereafter.
