It would be helpful if PO initialize receipts allowed drag and drop instead of clicking on the add attachments and then navigating to the file and adding it.

Why is the extra step required? Why not just add the paperclip so we can drag and drop on the "PO Initialize Receipts" form?
The PO Initialize Batch creates a PO Receipt Entry batch that you can drag and drop attachments into, just don't post the PO Initialize Batch, close the screen
