Allow Report Launcher to Search on Additional Field Inputs

Change the Report Launcher to accept multiple input per field. As far as I've seen, the report launcher doesn't allow users to enter multiple values in a single field. There may be a beginning and ending field in the launcher but that will only pull contiguous values in the range for that field. If we want to lookup by multiple values and there is no ranged fields we can't. For instance, if we wanted to pull info for more than one job, field only accepts one job ID. Same if it were phases or items or cost types. Sometimes we only want to look at certain detail without everything else.
