Batch Process Validation Without Access to Post

I would like to provide access to the batch process in various modules and exclude the ability to actually post. This way a Team member could have access to the audit reports (including any error reports) and review them for posting. Then a Team member with the ability to post could do a second cursory review before the actual posting.
