Auto-insert & update a User Application profile in VA User Profile.

Currently, we need to add every user to VA User Profile for them to access Vista (Vista User Type) or Vista Web (User Application Type). With a regular turnover over 800 employees that use Vista Web only, it is too cumbersome to create & maintain a VA User Profile for each.
