The stock notifier job says it is designed to “Notify next Reviewers in line for bill review”, but instead, it sends to all assigned reviewers whether or not they are next in sequence or have already approved it. This works fine if you only have one reviewer sequence, but it causes more confusion than good if you have two or more reviewers in sequence.
