Lock Notes Added in Invoice Notes - AP Unapproved Invoice Review

Notes in the top header (Invoice Notes) are able to be deleted once entered. We understand the Line Notes in the bottom header are unable to be deleted; however, we need the notes in top header to also be locked in order to preserve the history of the invoice review.
