PR Earning Codes Hard Code Rate

It would be nice if we could put a specific value in for an earn code. For example, we have a travel time earn code and all employees get the same amount. If we could hard code that earn code to override any rate that would be helpful. When you use the PR Craft Class Template, it only overrides those who's pay rate is below that value. It does not change those who make over that value.
