Limit the ability of specific users so that they can only soft close a job and have another level of users that are permitted to hard close a job.
When a job is hard closed, the process to reopen the job is much more involved than reopening a soft closed job. You really don't want just anybody to have the ability to hard close a job. By limiting the ability to do so, individuals can still have the ability to soft close a job to designate to others that the job is "complete" without fully locking it down. Then the hard closing functionality can be assigned to the higher-level individuals that will complete a thorough review to ensure that the job is positively 100% complete prior to hard closing.
