Allow the client to install if a newer version of CRRuntime is already installed

We run Sage Estimating which uses CRRuntime 64-bit 13.0.25. If I have to reinstall Vista it will complain that CRRuntime is not installed. I have to uninstall CRRuntime 64-bit 13.0.25. Install CRRuntime 64-bit 13.0.21. Install Vista client. Install CRRuntime 64-bit 13.0.25. It seems the Vista client .msi ought to be able to pass if there's a 3 patch newer version of CRRuntime instead of looking for one specific version.
