In reviewing the Report Info, it appears the PR Department of Labor EEO-1 Report generates numbers based on the time cards entered through Payroll within the date range. So this wouldn't account for those that are being paid that week but weren't active employees, or those employees who missed weeks and therefore didn't get paid but were active.
EEO-1 reporting requires all full-time and part-time employees who were employed during an employer-selected pay period be reported. There is no verbiage to state the "employed" status relies on whether they were paid that week. It also doesn't require reporting of employees who were paid that pay period (correction, severance, etc) but weren't actively employed.
