Job Billing needs an Audit Trail

The Vista report from HQMA on JBIT doesn't show the user that made the changes since the user is shared as KDIS. The Workflow breakdown in the portal only shows if they have approved it or not but not when or what they entered. If two reviewers and the second overwrites the first, there is no trail as to what he changed and who 'he' was. Need something for Audit Trail.
