Allow additional tax rate to be added for city in Multi-Level Tax Code setting

I can link a county to a city but if I need to add additional rates to that city, there's no option to do that. For example, the City of Monterey is in Monterey County which is 7.75% tax. The City of Monterey charges an additional 1.15% for a total of 9.25%. How do I add that 1.15% without creating another code for it?
