2025 Vista Version - Attachment window "always on top" prevents seeing attached documents

When you open up the attachment window that lists all of the attachments...the window displays "always on top" which prevents from being able to see the attachments that you open...because it is always on top.

This started in version 2025.xx it was nicer before when the attachment window would go behind the document you opened...now it is in the way.
