When we started with Vista we used more cost types, but have since condensed them down and i would like to be able to mark the ones we no longer use as inactive so people don't use them anymore. We also use ProjectSight and I had it setup with only our current ones, but because someone was able to add an old one to a phase in Vista it now also shows up in ProjectSight as an option to use.

While we can’t do everything at once, we rely upon your feedback to help guide the prioritization of our product improvements, and Suggestion Box is a critical tool for us to understand and prioritize our customers’ needs.
Viewpoint reviews Suggestion Box regularly for all of our products and updates statuses, adds comments, and performs various house-keeping (including deleting) as needed to ensure that Suggestion Box is maintained as a productive environment for product enhancements requests.
In the meantime, if you have the UD module, you can create your own Active field, then create a custom cost type lookup to surface only the active cost types.
I agree with this and this would be a great enhancement to the software for customers who have been customers for years and need codes to disappear.
