Add subcontracts to the SM Service Management module

Often on our smaller SM Work Orders we need to hire an insulator or crane.  These require a more substantial subcontract rather than a simple PO because of liability.  Yet we currently have no way to issue subcontracts from SM.   This makes our guys work outside the system and we lose traceability.
