It would be nice to have the ability to lock the cost types on a phase code so that additional ones couldn't be added via other modules erroneously.
I am going to reach out to a company who says they do this and see how they are making it happen.

Viewpoint reviews Suggestion Box regularly for all of our products and updates statuses, adds comments, and performs various house-keeping (including deleting) as needed to ensure that Suggestion Box is maintained as a productive environment for product enhancements requests.
Actually the company I talked to realized it was just the phases you could lock not the cost types.
