Allow Purchase Orders to be closed though a phase has been deactivated

Deactivating phases is a useful tool for managing costs on a project.  However, when it's time to close a Purchase Order, users receive an error message that a phase is inactive.  Users have to activate a phase, close a PO, and the re-deactivate the phase.  Its takes three steps to accomplish closing a PO, plus reactivates the phase for a given time period which exposes the phase to new additional costs.  Allowing a purchase order to be closed when a phases is inactive save times, while prohibiting additional cost to hit.
