On Custom Forms. When I create a custom Tab, and then go into VA Custom Fields Wizard, I do not have the option to create a custom field on the custom form.

This idea should be renamed to
Moving Fields to Custom Tabs on Custom Forms
VA Custom Fields only applies to STANDARD forms.
I think what you are wishing for is the ability to define TABS for User Defined forms, and put the fields in the new tabs.
