If no paycheck issued to associate during payroll, no PR leave is calculated.

 If PR leave did not accrue when there was not a check issued, there would be no need to go thru and change the effective dates on PR leave.  This would eliminate busy work twice a year for me.  I have to deactivate leave and reactivate leave when seasonal employees go on layoff and return from layoff.
