When entereing date as MMDD without year, it defaults to 2016. need to make it an relative year reference, not an absolute number

It's relative to the previous entry.
So if you are in a date field and the year is 14 and you change the date without year, it will go to 14. If it's 16, it goes to 16 etc.
appeared in CM statement control screen.
Did not experience same issue in PR module.
Haven't checked all modules.
