In PC module allow to create subcontract detail on a project that is "open" in PM

There was an issue that was resolved in 6.14 (Issue 65378) where you could have the ability to add projects from PC to open contracts.  It doesn't make sense to me to be able to do that without then having the ability to create subcontract detail from a job in PC module to an open contract in PM.  Rarely do we buy jobs out in one fail swoop so need to be able to buy portions of the job out at different times.
