So that reason codes that are no longer used can be removed as an option when identifying a transaction. Unfortunately, once a code is used, that code cannot be deleted. This would be similar to the check box used in JC Job Phases.

I agree. In the meantime, you could create this by using a custom field, custom lookups and custom validation.
