Allow bulk changes to Misc Offset GL Acct data for Standard Items and Cost Types now that they have moved to SM Departments

Misc Offset GL accounts are now set by department in SM Departments, but there is no way to bulk update Standard Item and Cost Type Misc Offset GL settings. We have over 50 departments and this is a significant loss of functionality for us and anyone who has a lot of departments. Please include the ability to bulk insert/update these items in IM Import Template.
