PCO item description does not transfer to subcontract change order description after approval. This alleviates the back and forth toggling between windows and makes issuing SCOs much faster.

Please add the feature to default SCO Line Item descriptions from the PCO Line Item descriptions. When in PM Pending Change Orders, this should be automatic when using the Create > Subcontract Change Orders feature this should have happened automatically. It is silly, insufficient, and inefficient that the only options are to default to Phase Description or Contract Item description.
